OK now this is about oblivion but it was from bloodmoon that i found it so if it's wrong, just move it okay?
alright after you do a quest to find a fortunetelling thing (PM me if you want details, i wont give it away) part of the fortune is :
"Something very cloudy, something that could affect us all. When the dragon dies, the Empire dies. Where is the lost dragon's blood, the Empire's sire? And from the womb of the void, who shall stem the blood tide?"
I think this is a refrence to how the emporer is sick, which is spoken of in different places, and might be foreshadowing the next game. Feel free to comment if you have an idea on this

well i heard about this in ebonheart, try latest rumors and there should be something about "Unrest in Cyrodil" or along the same lines

Yes, after the miniquest the guy will give a quote, foreshadowed on purpose.

Ah, the fellow on the cape. I've found him but haven't done the quest for the seer yet. After that mission, you can finally get the guy to break the enchantement causing him not to sleep. Effect: He can finally rest. Heh.
